SURGING AT IDLE AND ANY SPEED - ANY IDEAS - CHANGED LOADS OF THINGS 400 1992

440 1700 INJECTION "J" REG
Surging at idle and speed, dangerous to drive, have changed idle valve, throttle position sensor, mass air pressure sensor, crank position sensor, coil pack, cap and rotor, king lead, fuel pressure regulator, main ecu, fuel pump relay (second hand) fuel filter and oxygen senor (new). Fuel pressure checked and is okay, emissions at idle okay. C.O & H.C. Exhuast is really hot when running and omits and funny smell. Any ideas what could be causing this.
