no starter action! 850 1994

Battery is good but I can't get the starter to turn over. I've pulled the green wire blade off the solenoid and no volts when the ignition switch is in the start position. Is this PNP switch the same as the transmission range selector indicator as shown in the Haynes wiring diagram for the starter circuit? What the hell else could cause this? the ignition switch?
