850 fan motor 850 1995

I have a 1995, 850. The fan motor has 4 speeds. The higth pseed or number 4 speed will not work. I have replaced the switch, the high speed relay, and the resistors. Do you have any idea what I might check next. A volvo mechanic said it was probably not the fan motor because it worked on the other speeds. What next.

Also I have lost 4 rubber strips from on top of my windshield???? is there a way to keep them on?????
