It's a 15 year replacement interval so do nothing UNLESS you like wasting money IMHO. Volvo simply figures that at some point in time it's possible that IF and WHEN needed (accident) the airbags might not function properly due to "old age". There is no "service" per-se as the ONLY thing that anyone can do is replace the airbags and that's going to be costly. Unless you're paranoid or have a bad accident record, I wouldn't worry about it.
Volvo's had airbags since '87 and I have yet to see or hear of any older Volvo owner who wanted new airbags in their older Volvo.
The seat belts are only replaced if they're deployed in an accident or damaged.
