S70 Hood Stuck Closed S70 2000

On my 850 the only to open the hood is to pull the inside release handle, then push in on the safety catch in the grill. The hood will open an inch or so, then can be opened the rest of the way by pulling on the safety catch while lifting the hood. It's been this way for a couple of years. I have to show the dealer how to open it!
