steel wheel and snow tire recommendation for '98 v70r V70-XC70 1998

Hi all,

winters coming and I need advice on wheels and tires for my v70r. The dealer recommends 16" steels but I think the manual recommends 15's. My dealer wants $950CAD for rims and v rated snows. Seems steep to me so I'm looking for options.

Any help or advice greatly appreciated.
