Compressor ic cycling on and off with AC switched off 850

It's cold here. With the AC switch off and the fan at low speed the compressor is doing that Volvo on/off thing. It did this for about 5 minutes until I pushed the fan to max speed and back to low. It stopped.

Any ideas? Is this why my AC worked on and off this summer?
