If the rotors aren't warped, that is, you're not feeling any pulsing at the brake pedal, it's generally recommended that they be turned when pads are replaced if there is enough material left. About every second set of pads my rotors have been replaced.

I'd never turn warped rotors as they'll likely warp again. They're inexpensive enough to replace when worn or warped.
