What is this other drain pipe for ????

I was doing my oil change today and did a standard
look for leaks and the such when I noticed another drain
pipe right behind the passenger side pollen compartment drain pipe.
It is coming from the area in front of the passenger strut.

What is this drain pipe? Should I and can I clean it
to make sure there are no obstructions inside?
