Do dealers double dip? S70

I raised this question to myself after finally getting my rear rotors replaced that were warped.The first dealer where I had bought my car said the 12 month 12,000 mumbo jumbo.He went so far to claim he called his local rep in which the rep agreed.So I go to the other dealer in my area and they replace the rotors no questions asked.So now,if the local rep says they are not covered.I would assume the 2nd dealer would get their claim rejected.But this does not happen.So now i am wondering if SOME dealers charge for the repairs,bill the customer and then turn in a warranty claim to volvo to get paid by them also.Does volvo audit their dealers? And I hope this does not happen.I just don't understand why some dealers do replace and others don't.There have been many posts on here about this.Any ideas out there?
