850R wagon rear bumper. 850

Hello Everyone,

I was rear-ended 1-1/2 months ago. Progressive replaced the rear bumper on my 1997 Volvo 855R and now its sitting low. The bumper is exposing the sheetmetal behind it (quarter panel). It was flush to the body before the impact. Progressive has denied that anything is wrong. From my pictures of the car prior to the accident, there clearly is. I have filed a claim with the insurance commissioner of Nevada and I am currently developing a case.

My question is this: what is the tolerance-gap of the bumper to then body? The prior photos show about 1-2mm. Its now sits between 6-8mm. How should the rear bumper sit? I'm assuming flush, right?

Also, I am planning on removing the rear bumper cover this weekend to visually inspect, measure, and document the reinforcement, frame horns, etc. My second question is how do I get the rear bumper off? Is it difficult? Any special tools required?
