Was I ripped off? Fuel Filter has spray on coating, looks like original 850

I purchased car at 72k miles, now has 78k, I am tryingto get better gas mileage then 17 city and 25 highway. Looking over previous owners service records. Dealer did major services, fuel filter was supposed to be done ono this car at 50k. i was under car when it was up for nail in tire and fuel filter had the undercoating black thick spray all over it liek the rest of the underside. This means it is original right?
