Life of Nordfrost Snow Tires ? 850

I have had Nordfrost II Snow Tires since I bought the car at the end of 95..what is a normal life of these snow tires and when is time to change them..I am seeing a little wear on the tires now ..is there are way to extend the life of the tires..Are these tires studdable and is it allowed in the east coast..

hate to spend another 600 on new tires..

Personally.. even the snow tires don't help an 850 Turbo gain traction in snow...
