What to buy for a teen 850 1995

I've been a long time owner of Volvos - I learned how to drive on an 85 244 and it lasted until it was totalled. My wife and I now have 2 850's - a 95 854T and a 96 854. I don't really have any experience with anything other than Volvos. So here's the question: my brother just turned 16 and we're looking to get him something to drive here in So. California with all the crazies on the freeways. We'd like to get him something that is safe (hence the volvo) but also reasonably priced. My biggest concern is the maintenance required with the 850's because I don't think that his Dominoes Pizza minimum wage will help him much. Should we look at volvos, and if so what are the most reliable models/years or should we look at some other form of safe transportation for him?
