Air Conditioner fan just turns and off by it self S40-V40

My air conditioner will turn on full blast for 1 sec and off by itself. It did this last year and looks like it is starting to do it again. This is the first time these year.

I have not been using the air since it's finally cooling off. (Phoenix Az)
