Annoying Tapping Noise Under Dash Board On Passenger Side V70-XC70

I own a 98 V70. There is an annoying tapping noise coming from within the dash board in the area of the glove box on passenger side which comes and goes, lately getting louder. It doesn't seem to be related to the heater fan in that the tapping speed or noise level doesn't change when changing the fan speed. It also doesn't change when I turn the air dial setting (defrost vrs floor etc.) It seems that one could remove the glove box to look into that area.

Any idea what this might be, some kind of pump or fan? Any info would help my mechanic and I figure out what this is.
