MPG dropped after tune-up 850 1995

I have a '95 850 Turbo with 84k miles. For the past 2 years I've been getting
21-22 mpg consistently. I recently had maintenance done on the vehicle
including: Transmission fluid flush, coolant flush, new tires (same model
Falcons), and tune up (new plugs). I noticed after the tune up that the car
rumbled a little more on start-up. Now, after 3 months of driving, I see my
gas mileage has dropped to 19-20 mpg. I regret taking it to my local bargain
tune-up joint. I don't know what spark plugs they used. Could the drop of
fuel economy be the result of a poor tune-up? (I think the tires are well inflated.)
