MPG dropped after tune-up 850 1995

They either used the wrong plugs or the ignition wires might be NG and after moving then developed internal problems like one or more might now be opened (high resistance). You might also have a vacuum hose leak and they simply didn't catch it.
I'd only advise using OEM Volvo parts, never "bargain" parts.
