heater fan voltages 850

'96 - 850, manual climate control

Does anyone know what the voltage at the heater fan should be in the various fan speed positions? I get the following:
1 - 4v, 2 - 6v, 3 - 8.5v, 4 - 12v

Position 4 is straight thru, so should be 12v. On the other positions it goes thru the speed control resistor. I just replaced both the fan and the resistor, and the fan seems slower than the old one in positions 1-3. In position 4 it blows like the old one did. I would suspect the resistor to be out of spec if the voltages are off.
