Resurface brake rotor S70

I'm due for new front brake pads on my 1999 S70 with 36K miles. A repair shop I spoke with said that Volvo does not recommend resurfacing brake rotors. Instead, Volvo recommends keeping the rotors as is or replacing with new ones if vibration is experienced during braking.

Is it true that brake rotors on an S70 cannot be resurfaced? If so, why not? Thanks in advance.
