Air circulation problem 850 1997

I bought a used 97 850-R in the spring so I didn't notice this problem until now. The air circulation for the heat/ac works for every setting but the footwell setting. I hear a motor running when I change the setting (from say dash to defrost) and when I change it to footwell no air comes out. Instead it comes out of the windshield defroster. Any ideas on what would cause this problem? Also is it something I could fix or do I need to take it in? My feet are getting too cold without this setting :)
