DEQ Sucks!!! Is this testing MANDATORY FOR EVERYBODY?? 850 1996

Jake- it appears that only some states require this more rigorous testing, since in NYC, I've never had to do it! NOTE: I read on Edmunds.com that MY97 850s sold in CA. & NY had to met an extra smog requirements, that other states did not require! I do the regular test in the tail pipe!! Does this mean I could be driving around with NOT READY status and don't know it; and if so will having the test improve the reliabilty or performance(ie better milage, etc.) of my 97 854 T5???? TIA,BD
P.S- what's cost for this service anyway. Seems like Volvo should pay for it since a customer don't cause it to be NOT READY!?!?! Thanks again,BD
