'Need' the recall? 850

If memory serves, the one described here at Brickboard and the one described on "Car Talk" were both 70-series cars.

Does Volvo have some baseline number of seat-heater fires that it considers acceptable, and the 6000 car-batch of 850s exceeded that?

(I think this may be the nature of the beast, the first seat heater fire I ever heard of happened on a 1978 SAAB 99. I'm unaware of any SAAB recall.)
