Alternator, AGAIN? 850 1995

I had to jump my 97 recently. AS soon as I hooked up the jumper cables, I hear the fuel pump stirring. So I try starting it before starting the booster car, and it starts. I take it to Autozone, they pull out their battery tester. The battery is charge, test the alt. Car not running, 10.44. Start car, takes about 20 seconds to get up 13.5. The tech told me there may be a short that draws on the battery when the car is off. If my alt. only gets up to 13.5, then maybe I have an alternator problem.
