Flasher Relay, Antitheft Relay is causing the problem 850 1996

As a follow up to my last post, I've replaced the flasher relay but still have the same problem. But I what did determine is that after the turn signal lights stayed on for a while, (whether I was driving or when the car was not running) the turn signals started flashing very quickly. I located the relay doing all the ticking under the dash. It was the antitheft relay doing all the ticking, I started to move it to remove it and it stopped ticking. Now everything is normal and the turn signals and hazard lights work. I believe I have the standard antitheft option, but according to ALL DATA, the system should also cut off the starter, so I should not be able to start the car, but I always could. Does anyone know more about how this system works, do I just have to replace the relay?
