Headlight and dashlight flicker? 850 1996

Hi

With the long winter nights upon us I have noticed again that my headlights dim noticeably every 5 or so seconds. The dash lights will do the same and the heater fan will slow down also.
This happens mostly on the coldest days around 0 degrees or lower. The battery was replaced last year and my mechanic said the vehicle is charging properly.

I hope someone has seen this problem before and cna give me some idea which way to go.
