defrost problems 850

I have a 1995 850 turbo wagon with 101k. I have recently noticed that when the car is started, the small orange lights above the "REC" and the "A/C" flash for 10-15 seconds...they then resume their normal status.

I have also noticed that the defrost setting does not seem to be as efficient as it used to be.

Does anyone know what the flashing lights indicate or if these two occurances are related. Any help is greatly appreciated. Thanks!!
