A Key / Ignition Switch Dilemma V70-XC70 1998

I have a '98 V70 which has developed the problem of intermittent starting. The key rotates to the III position, but only sometimes does the starter turn over. I replaced the ignition switch, but did not solve the problem. In this thread you said turn the key one click and then you could pull out the cylinder. Is there some other action necessary other than just pulling. I have tried pulling very hard to no avail. I know on the earlier 850s there was some type of release mechanism. Is there such a beast on the V70 as well?
