removal of ignition key cylinder on '98 V70 V70-XC70 1998

I have read threads on key/cylinder problems and in one it was suggested that the cylinder could be removed by turning to the first click and pulling. I've tried, but either I am not pulling hard enough or I am missing something. Is there any companion action, i.e. any release mechanism I need to include? My problem is the car will only start intermittently and seems to be a key related problem. I alread replaced the ignition switch. Local No. Virginia dealer parts people told me that the only solution was to buy the entire unit that surrounds the cylinder at $120. I cannot believe that Volvo would use a unit in which you could not replace just the cylinder, or remove the cylinder for repair. Any advice would be appreciated. Thanks.
