Headlight switch not turning on dashboard lights 850 1996

I have a 96 850 GLT. Recently, with the headlight switch being left on the mode that they turn on and off with the starting of the car (which is the way I have always had it), the dashboard lights and foglights don't come on. When I flick the headlight switch to on all the time, then the dash/fogs come on. This is a new behavoir. Also, I am noticing the battery (a 3 year old diehard) is weak if I have not run the car for a couple days. I am wondering if these issues are related, and if anyone has had this headlight issue before. Any help appreciated.
