First, your car DOES have a passenger air bag as ALL cars in the US have had them since about '92.
Why would anyone say you need an ECU (engine control unit) for an SRS problem as they're not related.

I'd get another opinion but it must be from another Volvo dealer as only the Volvo dealers Vadis PC can communicate with that car.
