I'm having a similar problem 850 1995

Both of my front seats are not heating up. Like yours, the orange lights come on when the switches are on but no heat. The fuse checks out okay. I just read in another post that the thermostat wire may be loose. The thermostat is underneath the seats. Have you checked that? I am going to check mine tonight. I must be having some really bad luck if both the driver and passenger thermostat wires are loose.
