Heating/AC Question S40-V40 2001

Yes the blower motor on the fan stops completely. At the same time the AC green/red light is switching back and forth. Since it is so cold here now, when the light cycles to red the fan stops. a few seconds pass and then the light cycles to green and the fan comes on (high speed). Then it continues this back and forth cycling. Besides the noise (quite and then high fan speed) it's cold becuase no heat is coming out!
