Light Message V70-XC70 2001

Here in the Cincinnati, it was -6 when I went out to my car this morning. Drove it yesterday, and all was well. Today, I have three messages:

1. Fill Washer Fluid
2. Brake Light Burnout (paraphrasing)
3. "Check Dip Light" (something to that effect)

The passenger-side headlight appears to be out. My questions are about the lights. First, is the "dip light" message the headlight? Second, are these user-repaceable parts--can I just stop by my local auto parts store and replace them myself with some ease (and make these messages go away)? Also would the messges be different if it was a fuse? Finally, any chance that, once the temperature hits positive territory, the lights will be resurrected?
