Stabilizer Links - Brakes V70-XC70 2000

I just had new Dunlop tires installed on the wagon (much better than the Michelin's). The shop let me know that both (L & R) stabilizer links on the front suspension were bad.

Has anyone had this problem? Can this be replaced easily by myself?

Also, I am getting ready to replace the pads/rotors with EBC pads and cross drilled rotors. Does anyone have any better recommendations/suggestions? I've read that Volvo rotors should never be resurfaced?
