My 850 R water temperature is not reaching normal running temperature 850

I have been driving in 10 degree weather and my car doesn't seem to warm up. I have obstructed the radiator with a piece of cardboard and it would reach normal operating temp. I was going to replace my thermostat, is this easy to get to? Is it possibly the radiator cap? My radiator has been serviced regularly. Thanks for the help.
