If it's not registring on the temperature gauge at all, it's probably the thermostat.

But if it IS registering but about 1/4 way up (and not in the the "usual" 1/2 way reading) it MIGHT be that it's COLD outside. There are "record cold" temperatures all over the US. In the case of my car, if I shut off the fresh air intake (the "recirc' switch, the center one in the climate control panel, and fiddle with the vent controls, it's SOON toasty-warm-hot inside, enough so that I can re-open the fresh air intake. All the while the temp gauge doesn't go above 1/3. I'd think if the thermostat were faulty it would NOT warm up, and surely not get HOT inside. There are about 6 pages of climate control instructions in your owner's manual, and I'd be inclined to try some different settings before replacing my thermostat. It MAY be the thermostat, but it seems easier to try this first.
