TRACS on a 97 850

Question: I am a bit confused, maybe someone can clear this up for me. Is TRACS on full time. The reason I ask is this--when I press the TRACS button on the dash the lighted display on the gauges(below the speedometer) reads TRACS off. This gives me the impression that TRACS is on until you press the button to turn it off. Why would you choose to turn it off, I am curious?

Shouldn't the TRACS system be off until I press the button which would turn it on?
