Timing Belt inspection - BS ?

A trained eye can spot an old T-belt but that ad is probably BS. If there's no 70K dealer stamp and/or Volvo T-belt sticker (comes with every replacement Volvo t-belt) on the front plastic t-belt cover or ECU box cover, then I'd assume that it wasn't replaced ever.
I think that by law in some states, they need to say that it's been inspected BUT that technically only means that it's not frayed or seriously cracked or torn YET. On FWDs, they usually don't look bad before they break but by 80K, one will often see small cracks on the topside of the belts.
If you decide to buy the car anyway, if there's any doubts, replace the belt with an OEM Volvo belt.
