In ALL US Volvo dealers since '99, ALL bulbs including labor is 100% covered under the 4 yr, 50K warranty. Any person telling you otherwise is full of it. If one reported that story to Volvos customer relations, I guaranty that that person telling you that would be in deep caca.
Before '99, bulbs were 12K miles or 1 yr but due to all the '98 X70 bulb related problems, Volvo had so many highly annoyed people over bulbs that they changed the program (not retroactive to '98 owners however, besides the recalls that is).
