Regarding AUT settings on A/C S40-V40 2001

When the A/C button is depressed with the dials set to AUT, is the compressor engaged only when actually warranted by the temperature with a true thermostat, or is it always cycling?

Example: In my former cars (American), when the A/C button was depressed, the compressor was always cycling.

My question is prompted by foggy windows. When it's cold and rainy, I can only get the windows defogged by setting the middle dial to 'defrost;' but then my toes get cold because all the air is going up to the windshield.
