Fuel Filter and Timing belt problem... S70

I am looking for a fuel filter for my 98 non turbo s70. autozone doesnt have it. is this a dealer item. also I am getting an intermitten humming noise when the car is idle. I spoke to my mechanic and he said the timing belt might bee a bit too tight, or the timing belt tensioner bearing is bad causing this noise. how much is a timing belt tensioner and is it a pain in the BUTT to do. The car has spent its whole 32k miles in south florida and this noise surfaced this first winter up here in NYC. I am surprised that a "tight" timing belt is possible considering its the original belt. any help would be appreciated.
