Jammed arm rest 850

The center arm rest (the one with a built-in child seat) in my 1997 wagon (base model,) is stuck in the upright position and would move more than a couple of inches. Local dealer wants over $70 just to take a look at it. Any suggestions? I am sure some of you, wagon owners, have seen this probelm before.... Thank you.
