suspension upgrades V70-XC70

my '98v70 has 90k on it and i'm contemplating installing new shock and struts. i figure they are probably what should be addressed first.i am wondering if touring bilsteins will make a noticable difference. do ineed to go hd in order to 'SOFTEN' THE RIDE.??i'm no racer but an enthusiast. i may plan to make sway bars the next move after the shocks and struts.waddya think?
