ABS System 850 1994

I have a 1994 850. I love the car. The ABS and TRACS light have come on. A small repair shop (who are certified volvo repair guys) tells me this is the ABS controller and it is very expensive to repair. (probably $1400) The repair shop owner also told me that if this is cost prohibitive to repair, it wouldn't be absolutely necessary. I would simply have a car with regular brakes and no ABS system. Well owners, does this make sense and seem reasonable to everyone? Also, is there some place to buy used, discounted, or refurbished Volvo parts that could possibly save me some cash? Thanks.
