Replacing the IPD torque bushing 850

So let me get this straight...the large washer fits over the outer diameter of the bushing, but the the center part, which protrudes out? or does the large washer just fit against the engine mount, and the tighting effect is applied to the bushing center, via the bolt? am i correct? does this not damage the bushing?

btw, the ipd one was installed correctly.
