17 MPG combined - what do you get? It seems low. what should I do to fix it? Throttle Body Cleaning? 850 1995

I am getting like 17 mpg, probabaly mostly city driving with occasional highway, but still i would expect around 20-22 (I think thats what Volvo says it is) I also feel like sometimes my engine can be running a little crappy, sometimes skipping. I replaced plugs, rotor, distrubutor, and wires in November. I have about 153k on my car. I was thinking i might need a throttle Body cleaning. I dont know when the previous owner last had one done. Would anyone also be able to tell me what it would cost to get a Throttle Body cleaning done? Thanks...
