Front Tire Wear V70-XC70 2000

My 2000 XC SE has 34K miles and is one the second set of tires.

I am of course seeing more wear on the front tires than the rear. The rear tires are wearing evenly. The front tires have uneven wear. The driver's side has just a bit of extra wear on the outside edge. The passenger side has quite a bit of extra wear on the outside edge. I rotate the tires every 5K miles lest the dreaded AWD problems arise.

I have had the car lined up at the dealer at about 20K miles; they said it was all ok and that "these cars are hard on tires". Then with about 12K on the new tires the wear is very apparent again. I hate to chew up tires like this.
The dealer fix has been tried I'm not anxious to try there alignment shop again. What is the fix? Who do I take this car to and what do I ask them to do?
