Aftermarket Foglights 850

Hi, I bought a set of aftermarket foglights for my car and have surveyed the car's wiring. I see 2 sets of male wire harnesses not connected to anything on both sides of the bumper. Can I cut the harness and just hook the 2 wires to the aftermarket foglight harness? What else will I need to get this lights working?
