A good deal? 850 1996

All,
I'm in the process of buying a 1996 855 wagon. It is non GLT, non turbo with steel wheels, no alloys. It has all the basic comfort options, leather, power everything but no sun roof (not a big deal). The dealership is a high end new Jag, BMW, Landrover and Volvo shop that usually caters to people with 4 times my income at the minimum. They let me borrow the car overnight and it is a dream. In all notions this IS a 7 year brand new old car. It drives like a dream. I am totally in love even though I am 24 years old and the dealer was incredulous at a single guy with no kids buying a volvo wagon. They are asking 13k for the wagon, am I getting scammed? Let me add that this beauty on has 23,000 miles on the odometer. Service records show that it had the oil changed every 1500 miles on the dot and the tranny was flushed at 17k. It is dead mint and probably never left the county I live in. I can't even find a Jetta in this price range with less than 40k. Please let me know what you think.
